"Everything Happens for a Reason"?

Many people believe that "Everything happens for a reason."  Probably most of the same group believe that "God controls everything" and "has a plan" that will turn even tragedies into blessings.  There is no doubt (at least in my view, PCS) that God can control anything and everything He wishes.  But a better question is,  "Does He?"  Wouldn't that make Him responsible for tragedies such mass shootings/murders, natural disasters, and even infant and innocent deaths?   This lesson explores these questions by an examination of exactly what Rom.8:28 does, and does not, include.
